Přijatá odpověď:
Chybí vám některé potřebné kanály ze sources.list . Proveďte sudo gedit /etc/apt/sources.list a aby to vypadalo takto:
deb http://archive.ubuntu.com/ubuntu bionic main multiverse restricted universe
deb http://archive.ubuntu.com/ubuntu bionic-security main multiverse restricted universe
deb http://archive.ubuntu.com/ubuntu bionic-updates main multiverse restricted universe
Uložte a ukončete.
Poté aktualizujte své úložiště:
sudo apt update
Poté nainstalujte php-mbstring :
sudo apt install php7.2-mbstring
